It’s not because it is blocked that it means it’s actually a virus. Just let it go.
Like a lot of old cracks method, it needs some .dll to bypass the security of the game. There is nothing strange about EMP.dll in those games.

Il faut simplement aller dans le fichier SteamApi64.ini et changer le mot “english” ou “russian” en “french” sur la ligne “language”, (ne pas mettre les guillemets qui sont ici seulement pour souligner le propos), puis sauvegarder ce fichier. (ouvrir avec Bloc note par exemple pour la lecture).
Se connecter à son compte Steam et lancer le jeu tel qu’il est, il sera en français
