The game doesn’t work; after extracting the files and clicking to play, a black screen briefly appears, then closes and nothing else happens.
install all drivers, frameworks, directx, etc.
and start as administrator, try at last antivirus app off

Go to binaries, find eu5.exe, and create shortcut. Then right click on shortcut that you created, and go to properties, in the Target go to the end press spacebar and type -dx12. Try to start, it worked for me.
