Its Only 4.19GB wheras the previous version is 4.9GB, so one would think this new release is missing the DLC?

Yes it has the dlcs and no it is not a virus. My Bitdefender paid antivirus scanned it. Safe!
There is a DLC subfolder in game installation folder, with 2 DLC folders inside. BUT HOW CAN I LAUNCH DLC PLS?? ’cause when i looked to Downloadable Content in Main Menu, nothing appears. I can play base game only. Every DLC folder contains these subfolders ONLY: Maps-Movies-Music-Particles- PrecacheIndex- SkinMeshes – Sounds – StaticMeshes- System and Textures. No exe. Tried already to replace DLC subfolders instead of original, but no result.
