   Time it takes to make one of these in RPGMaker: two hours.

   Budget: A soda and a pack of chips.

   If anything, lazy-ass developers like this have a high chance to get a lot more money than they put into development. No wonder there’s so many of these.

   Sure most of the games made with RPG Maker are lousy, but even those games takes over two hours to make. The better ones takes years, and those that use their own resources will have to pay for those resources, which cost a lot more than a soda and a bag of chips.
   The reason there are a lot of bad RPG Maker games is because it’s one of the most popular engines used. It’s relatively easy to use if you don’t get to creative.
   So don’t just assume every games made with RPG Maker is bad! From your comment you either never tried making a game with the engine, or made one randomly using the default resources without thinking of a storyline.
