to change the language, open the file: steam_emu that is in: …Pizza Connection 3 Fatman\Pizza Connection 3_Data\Plugins and change in the line where you put english for spanish in my case.
this is for almost all games.

i kown steam_emu.ini.. but i don’t work with this game..
In localization, one file “english”
