Yep. This is hard-coded Russian UI, which is not changeable. Don’t download it if you don’t want Russian interface.
you can choose not to have the Russian interface if you choose not to install the russian localization files during setup, but that’s only if you are downloading via the torrent. IDK if you can do that with normal rar file
