For anyone stuck on splashscreen (while the game is eating up your memory in task manager), and you have an AMD CPU. Use AMD Cleanup Utility.
I tried everything else imaginable and this was the only thing that worked.
Now you can play the latest update on Wiodows 11. Good luck!
