so, it’s a live wallpaper maker?
pretty much. the dev is pretty stuck up his own ass, but at least he’s discussed adding other features to it before. no plans for that afaik.
if you want an actual game with the same aesthetic, try The Ascent, twin stick shooter with some minor RPG elements.
It is a Cyber-punk type of world (High-tech, but low living standards), not dystopia—- which repquires to face very serious hardship and was set in a crumbling world and have a very sheety government like China or Russia or Venezula.
